Reconnecting city centre and harbour through a cohesive public realm network.
The Auckland Downtown Framework establishes a long-term vision for the city centre waterfront as a connected, fine-grain and authentic harbour precinct. Positioned between Britomart, the ferry basin and the evolving Quay Street corridor, the framework redefines downtown as Auckland’s place of arrival, departure and civic gathering.
The strategy responds to the historical function of the waterfront as working port and transport hub, and to the fragmentation created by traffic-dominated infrastructure. Three converging transport nodes — Britomart East, Britomart West and the ferry terminal — anchor the precinct. The framework prioritises reconnection between CBD and harbour, strengthening north–south pedestrian links and reinforcing Queen Street’s role as civic spine terminating at the water.
A series of calibrated interventions reshape the urban structure. Quay Street becomes a pedestrian-friendly waterfront boulevard; Customs Street is rebalanced as a high-quality two-sided city street; and a network of north–south streets and laneways improve permeability, reveal view shafts to the harbour and stitch fine-grain blocks to the waterfront edge. Public realm upgrades, decluttering strategies and phased delivery enable organic transformation over time.
The Downtown Framework operates as waterfront operating system - aligning transport, public realm and economic activity within a coherent harbour-edge identity.
